Upstate Consultants LLC was created in 2002, by owner and President, Gregory Sehr.  Mr. Sehr has been active in public
policy issues since 1975:

  • Maintains strong relationships with government officials in Albany through five administrations.  
  • President of a statewide trade association from 1994 - 1998
  • Named a member of the Who's Who in Outstanding Business Executives in 1996
  • Appointed NY State member of the Nine States Initiative for the Robert Wood Johnson Foundation in 1997 - 1999
  • Appointed to the NY State Task Force on School-Community Collaboration in 1998.
  • Appointed to the NY Secretary of State's policy analysis team for the Building Codes Council in 2000

Mr. Sehr has provided leadership and partnership with state officials and private sector initiatives throughout his career.
He holds a bachelor's degree in political science from SUNY College at Brockport and a master's degree from the State
University of Albany.

James Sampson joined the firm as Vice President in 2013.  His knowledge and experience includes:

  • Served over 28 years as an administrator of not-for-profit child care organizations in Wisconsin and New York.
  • Appointed by Governor Andrew Cuomo as Chair of the Erie County Fiscal Stability Authority in 2012
  • Elected to represent the West District on the Buffalo Board of Education in 2013.
  • Former board member of the Buffalo Niagara Partnership.
  • Founding member and trustee of the West Buffalo charter School.
  • Founding president of Buffalo ReformED, an educational advocacy organization.

Mr. Sampson has a deep understanding of private organizations, as well as local, state, and Federal public policy issues.  
He
holds a bachelor's degree from the University at Buffalo and a master's degree from the University of Wisconsin-Madison.
